Important SMS Regulatory Changes

 

Communications regulators across Europe and Australia are introducing stricter requirements for business SMS traffic to help reduce fraud, improve sender transparency, and protect mobile users. Spain, France, and Australia have already notified changes that may affect the delivery of SMS messages to mobile numbers registered in those countries.

If you send SMS to Spanish, French or Australian numbers please review the country-specific requirements below and complete the relevant steps for each country where mobile numbers may be registered within your practice base.

Failure to complete the required registration or formatting changes will result in messages being blocked, delayed, or marked as unverified by local networks.

If you do not send SMS to Spanish, French or Australian numbers you do not need to take any action.

🇪🇸 SPAIN
New Spanish CNMC regulations come into effect 1st September 2026.

What you need to do:

To ensure your SMS campaign is not blocked during the final enforcement phase in September, please provide the following three items:

  1. The Registration Form (Attached): Please ensure every field is filled out correctly.
  2. Letter of Authority (LOA): This must be on your practice letterhead and signed by a director. Template attached.
  3. Proof of Ownership (PDF): Every Sender ID must be accompanied by a PDF of a Trademark Certificate, a Domain Ownership screenshot, or a Certificate of Incorporation.

Filing Instructions:

Please follow these guidelines when submitting documents. Please ensure all required details are provided in one email only.

  • One Email Per Practice
  • Subject Line Format: The subject must contain the EX Account Reference and the Client Name (e.g., Subject: EX12345 – Acme Marketing Ltd – Spanish Registration).
  • File Naming: Please name PDF files as: [SenderID]_[DocumentType].pdf (e.g., ACME_Trademark.pdf).

The “Action” Step (Crucial)

Once Esendex upload the data, the CNMC sends an automated verification email to the contact address in the form.

  • The Deadline: The client must click the link in that email within 10 working days.
  • The Action: Please to look for an email from @cnmc.es and flag it as urgent.

🇫🇷 FRANCE
French telecom regulators (ARCEP and AF2M) have introduced strict new compliance rules for business SMS messages sent to French mobile numbers.

To protect users from fraud, French network operators are now actively blocking messages that use outdated, generic, or improperly formatted Sender IDs (the name that appears as the sender on a mobile phone).

We want to ensure your SMS campaigns continue to run without interruption.

🛠️ The New French Rules (Strict Formatting)

If your Practice wants to send messages to French mobile numbers, their Sender IDs must adhere strictly to these alphanumeric criteria:

  • Length & Characters: Maximum of 11 characters. Only standard letters (A–Z) and numbers (0–9) are allowed.
  • No Spaces: Spaces are completely prohibited.
  • No Punctuation or Symbols: Dashes, underscores, dots, or symbols are strictly banned.
  • No Accents: Accented characters (e.g., Ă©, Ă , ç) cannot be used.
  • No Generic Terms: Words like ALERT, INFO, or APPOINTMENT will be automatically blocked. The ID must clearly match their registered company, clinic, or brand name.
  • Proof of Identity: Clients must have official documentation (like company registration or trademark info) ready to provide if requested by the regulator.
đź’ˇ Quick Compliance Fixes for Your AccountsSome Sender_IDs will fail delivery to France, some examples below:

Remove Spaces: IDs like Dr Bloggs, My Health, and Dublin Med must be compressed into single words (e.g., DrBloggs, MyHealth, DublinMed).

Dr Bloggs → DrBloggs
My Health → MyHealth
Dublin Med → DublinMed

Remove Symbols & Punctuation: IDs with dots, dashes, or underscores like Dr.Joe H, Doctor-PPP, and Test-Clinic must strip those characters out (e.g., DrJoeH, DoctorPPP, TestClinic).

Dr.Joe H → DrJoeH
Doctor-PPP → DoctorPPP
Test-Clinic → TestClinic

🇦🇺 AUSTRALIA
New Australian Communications and Media Authority (ACMA) regulations effective 1st July 2026.

To ensure your SMS campaigns are not blocked or labelled as “Unverified” you must register your Sender ID(s) now.

How to Register

  1. Australian Sender ID Registration Form (Excel): Use this if you prefer to gather your data offline before submitting.
  2. Letter of Authorisation (LOA) Template: Mandatory if you are sending SMS on behalf of another entity (e.g., as a reseller or agency). This must be printed on the Sender ID owner’s letterhead and signed.
  3. Additional Support Information (PDF): A detailed guide on the registration process, including how to verify your use case if you do not have an Australian Business Number (ABN).

Next Steps After Submission

Once we receive your details, we will pass them to Esendex. The next steps after this are:

  1. Identity Verification: Your named Authorised Representative will receive an email via DocuSign to validate their identity.
  2. ACMA Submission: Esendex will submit your application to the Australian register.
  3. Confirmation: We will notify you as soon as your Sender ID is officially registered and cleared for use.
